Large-scale urban projects, often combined with flagship developments
and the organisation of a major sporting or cultural event, are increasingly
used by european cities and city regions as strategic planning and development
instruments. These projects are considered as appropriate answers to
a range major needs : regeneration of brownfield areas, delivery of new
housing units, office space, retail, leisure or sport facilities, often
around new major transport hubs, all this supposed to increase inward
investment and growth. Who is behind these large-scale developments ?
How are they planned ? Can they meet their ambitious goals ? Are they
socially and environmentaly sustainable ? These are some of the questions
that
are dealt with, in reference to the case of the Paris Region, in this
Cahier 146 which looks into over a dozen projects in the following cities
: London, Amsterdam, Barcelona, Berlin, Copenhagen, Genoa, Glasgow, Malmö,
Milan, and Rotterdam.

Real Estate, new geography, new strategies

The appearance of new strategies related to the economic recompositions,
to the financialisation of the property market, and to the emergence of
new institutional players have changed how firms relate to their property
and to their host territory. These changes are not without spatial and urban

- Airports and Surrounding Areas

For a region, a high-performance airport is an essential factor in competitiveness,
a tool at the service of local and regional economic and tourism development.
It makes it possible to integrate into the main stream of the global economy.
It is a window onto the world, and a gateway to the region, but also, at
local level, it is a site on which the economic benefits of air transport
are concentrated geographically.
However, although it is gradually improving its environmental record,
air transport is a source of major inconvenience and pollution,
made worse by
the growth in traffic. Aircraft noise, in particular at night,
is increasingly ill-accepted, and the share of air transport in
the
responsibility
for greenhouse
gas emission is growing
The development in airport activity
is a source of permanent conflict.
With no real alternatives until 2020 at the earliest, the Île-de-France
airport system, which is ranked 6th in the world, and is Air Frances
base, which has become a major world player, should experience further major
growth in traffic. Like the other main airport regions of Europe, Île-de-France
must find the means to handle and cope with this growth as acceptably
as
possible, i.e. to keep the noise and pollution under control without
jeopardising its attractiveness and its economic performance.

Living and City Space

renewal " law has put public space planning very much centre stage
in terms of town planning we believe that the time is ripe to publish a
"cahiers" on the subject.
Its purpose is to present real town-planning projects designed to achieve
true, safer and more welcoming living environments enhanced in such a manner
as to present a revived, updated and attractive image of the city.

socio-economic and spatial consequences of the flexibility in employment.
It was
a question of exploring the multiple aspects of flexibility. This
flexibility, and
its effects of precariousness, go far beyond the simple dimension
of the statute of employment."

What Large Scale Urban Projects in the Paris Region ?
European Experiences

Large-scale development projects
have transformed the Paris Region, from Haussmann's Paris
to the New Towns, from La Défense to Paris Rive
Gauche redevelopment and the Plaine Saint Denis Area regeneration. Today,
the Paris Île-de-France Region needs to think its
future through shared metropolitan development projects,
capable of meeting major challenges such as reducing social,
environmental, and spatial disparities; anticipating climate
and energy changes; developing new jobs, economic and cultural
development. These challenges are common to other city
regions, such as Amsterdam, Barcelona, Berlin, London,
Milan or Stockholm. They try to meet them by developing
ambitious strategies and innovative urban development projects.

2004 - 2005 - 2006 - 2007 
IAURIF, the Paris - Ile-de-France
regional chamber of commerce and industry and the National Institut
for Statistics and Economic Studies (INSEE) carried out this document
which presents, with tables, maps and graphs, the main economic and social
characteristics
of the
Ile-de-France
region.

The re-organization of big firms’ Headquarters and their
related units : Principles, practices and consequences on the spatial
evolutions of the Paris Ile-de-France region 
December 2007
During the last few years, there has been an accelerating trend of big firms
to relocate their HQ within the Ile-de-France region. That went alongside with
a split-up of functions that previously composed the corporate headquarter (business
units’ HQ, corporate human resources or computer departments, and back
office function). These functions, which are no longer located in the place called “the
HQ”, tend to be regrouped out of the traditional economic core, at its
immediate proximity or in more remote locations.
IAURIF in co-operation with the LATTS Laboratory (Technologies, Territories and
Societies) have analyzed these trends in a study issued in December 2007.

The future of Information Sciences
Cases studies in American resources centers 
December 2007
This study comes within the framework of a partnership between the Johns
Hopkins University of Baltimore and the Institute for Urban Planning and
Development
of the Paris - île-de-France Region. It was achieved during a 3 months
research on the practices of the librarians in the United States resources center,
from March to May, 2007. The main objective of this report is to provide an overview
of the recent changes that are taking place in the world of the libraries with
the development of the Internet network.

The Plaine Saint Denis Regeneration in the Paris Ile-de-France Region
Lessons from the 1998 World Cup
June 2007
The Stade de France, a new multi-use venue built for the Word Cup 1998,
was used a powerful driver in the regeneration of the Plaine Saint-Denis
area, 750
hectares of industry and brownfield immediately to the North of Paris. This
was made possible because the local authorities had gradually built
up, since the
mid-80’s, an economic and spatial vision of the future they wanted
for the area, formalised in the Projet Urbain (1991). Nine years after the
Cup,
a lot has been achieved in terms of mix-use development, jobs recovery, housing,
an improved public realm and new facilities, but more remains to be done
in the
future with more development and transport projects being planned for 2008-2020.

Paris Rive Gauche / 3rd Millenium area of culture, research and education
?
Learning from a mega projects
October 2006
Paris Rive Gauche (1990-2020) is one of the most outstanding urban developments
in the Paris Region aiming to focus regional development towards the East.
Along the banks of the Seine, on the edge of the City, a series of railtracks
are being covered since the mid-'90s to make way for a new mix-use dense
urban district around the French National Library. Despite early difficulties,
the site is being gradually developed in an area for housing, business,
research, education and culture, with the new Paris Biopark devoted to mature
biotech firms and a new university campus imbedded in the urban and social
fabric. Whether the blend is succeeding is a matter of debate, but this
is strongly related to the project's governance and organization. The presentation
shows the planning context and gives an insight into the urban design, the
delivery, and the public participation on the project. It also draws some
lessons from its achievements and drawbacks.

- The challenge of
urban cohesion in Europe: update and public policies

How should we handle the social segregation which is dividing our most developed
European cities? In answer to this question, the IAURIF conducted a comparative
study on social
and urban segregation in five European cities: Ile-de-France, Berlin, London,
Barcelona and Milan.

- The Motion Picture
Industry in Los Angeles
May 2005
The film industry is changing. Indeed, the industry has shifted from
mass production to a project-by-project format in which much of the
work is done by freelance workers and subcontractors. For one thing,
U.S.
developed film production is becoming geographically dispersed and
now Hollywood has to face this problem known as “runaway productions” (films
that were conceptually developed in the US, but filmed somewhere else);
production technology is shifting from traditional film to digital
media. Ultimately one could wonder if these changes will result in
Los Angeles
movie industry growing and prospering, or if they present a threat,
one that perhaps appropriate state actions could reduce.

- Taking safety into account in urban development: challenges and methodology

After analysing foreign and French experiences, IAURIF here sets out
some topics for discussion and presents a methodology aimed at encouraging
and helping those involved in urban development to consider safety

- The
Metropolises of North-West Europe in Figures
October, 2002
One of the aims of the GEMACA II project is to produce
comparative data on the economic evolution of the metropolises of north-west
Europe. A selection of the data gathered on 14 metropolises is presented
in this document. It is original and innovative in that it covers economic
regions which were defined using the same criteria with a view to making
them as geographically comparable as possible.

- Safety and Public Spaces The Role of
Urban Planning

Public spaces are prime targets for crime and incivilities
and are where fear of crime is strongest.
This is now a priority issue for city councils, and whilst waiting for
the publication of a European methodology the
development of such spaces is the subject of much debate.
